The formulae determining the share of central government funding allocated to individual councils were last revised in 2013-14, and the underlying statistical modelling is even older.
Needs and cost drivers have changed considerably in the last decade. ADASS therefore welcomes the review. The impending series of local government reorganisations, which could involve councils that cover over 20mn of the population, mean that modernised formulae will even more important as boundaries of councils that deliver adult care are potentially redrawn. This response focuses on the funding reform in relation to adult social care.
