ADASS submission to Local Government Outcomes Framework 2025

ADASS has responded to the Ministry of Housing, Communities & Local Government’s (MHCLG) call for feedback on the Local Government Outcomes Framework. We continue to raise concerns about the suitability of the Adult Social Care Survey (ASCS) and the Survey of Adult Carers in England (SACE) as measures of people’s experience. We also emphasise that local areas face a range of external factors beyond their control and stress the importance of avoiding simplistic comparisons between areas with very different contexts.
