This report published by the King’s Fund explores the factors that have prevented successive governments from putting primary and community services at its core and proposes several steps to begin this shift.

Anna Hemmings, Joint Chief Executive of the Association of Directors of Adult Social Services (ADASS) said:

“The evidence in this report is clear, now is the time to act. Last April we published a roadmap to transform social care in England. Shifting resources into preventing ill health instead of letting people get to crisis point was central to that plan. But it will only work if the same shift happens in NHS care too, as this report argues. We need to make the shift to preventing ill health the political focus of the next decade to make sure everyone can get the care and support they need, when they need it.”
