In response to the above-inflation increase to allowances for working age people, ADASS CEO Sally Burlington said:

“This increase will help working-age adults who draw on care to keep more of their money, which will help with everyday essentials like food, clothes and bills at a time when many are under real financial pressure.

“However, this is a double-edged sword as the uplift also creates new, unfunded costs for local authorities. As these costs were not built into budgets for 2026–27, they further add to mounting financial pressures in our councils stemming from more people needing care and that care becoming more complex and costly.

“It’s important to recognise that support for individuals is vital, but councils must also be sustainably funded to provide care to all those people who rely on them.

“ADASS will continue working with Ministers, including Stephen Kinnock, and contributing to wider reform discussions such as the independent commission chaired by Louise Casey to ensure the system is fair and financially fit for the future.”
