At the beginning of this month £70m was transferred to local authorities from the Independent Living Fund (ILF), an organisation delivering financial support to more than 17,000 disabled people so that, in its own words, "they can choose to live in their communities rather than in residential care."

Council Chiefs are 'deluded' if they think integration alone will meet the scale of the financial challenges facing adult social care, the Local Government Association conference has been told. President of the Association of Directors of Adult Social Services, Ray James, issued the warning during a session on integration this morning. Mr James also stressed the importance of trust between partners in developing long-term integration and the key role of the largely minimum wage provider sector.

The Local Government Association's (LGA) new deputy chief executive, Sarah Pickup, has called for a 'fair funding deal' for local government - in exchange for supporting and developing communities.
Ms Pickup, who is currently deputy chief executive at Hertfordshire, was appointed to the new role last week.
In addition to leading the finance policy, she will also act as chief operating officer for the association.
