Better Care Fund 2016/17 planning updates
Reminder: the final date for CCG operating plan submissions has been delayed by a week from 11 April to 18 April 2016. As this submission will include final non-elective admissions data that is required as part of the Better Care Fund planning process for 2016-17, we have taken the decision to extend the BCF planning timetable by a week as well.
The key changes are as follows:

This development will have an impact on the assurance timetable that follows submission and we will be in touch with regional leads and BCMs to discuss this further.
Q4 2015/16 quarterly returns coming soon
We will be issuing the Q4 2015/16 template at the end of next week – this will be due for submission by Friday 27 May.
The dates for the 2016/17 data returns will be announced shortly.
2016/17 programme plan continues to take shape
The extended BCF support team met this week to scope the 2016/17 programme plan, confirm the key workstreams and their titles, agree a set of deliverables and identify the resources and skills required to support them.
The purposes and aims of the BCF support team for 2016/17 were discussed in depth and several over-arching goals were set.
The outputs of the session will be to develop a programme Project Initiation Document (PID), agree how the plan will be delivered and scope resource requirements. Individual workstream leads will then be appointed and details project plans formulated. A follow-up meeting is due to be held next week and I will report back in more detail once this has taken place.

Local election purdah – some guidelines
Many authorities are having elections on 05 May 2016, including parish and town councils, borough or district and unitary, and police and crime commissioner elections.
The term “purdah” is in use across central and local government to describe the period of time immediately before elections or referendums when specific restrictions on the activity of civil servants are in place. Essentially it means that councils should “not publish any material which, in whole or in part, appears to be designed to affect public support for a political party.”
