General Information

The theme of the conference was 'the challenge of change - outcomes for people'.

There is a high level of change taking place across the public sector and in particular for local government and social care the building of integrated services with the NHS, Education and other partners.  Through all the change and the uncertainty that can go with it, it is essential that we keep our focus on the outcomes we want to achieve for the citizens and communities that we serve.

Local government and social care has much to be proud of .  We want this conference to celebrate all that is excellent in social care, our commitment to high quality services for the users of our services, our creativity and flexibility in fitting organisations to the needs of our communities and citizens, and the dedication and inspiration of staff at the frontline.

Within the main theme of the conference will be three strands:

  • excellence in service

  • transforming outcomes through organisation

  • inspiring frontline staff

The conference was held in Brighton.

Conference Structure

Following on the successful format of previous years conferences, the 2003 conference opened with registration at 9.00am on Wednesday 15 October and the event closed with lunch on Friday 17 October.

The programme again consisted of a mix of keynote/ministerial addresses and other significant plenary sessions by key players in the social care sector.  There was also be the opportunity to take part in a variety of participatory workshops and networking sessions.
